As Chief Executive Officer and President of GUARD Insurance Group,
Sy Foguel leads the strategic planning and positioning of the
organization, helping to promote initiatives that make realization
of long-term goals possible. He interacts with senior executives to
monitor the management, administration, and utilization of resources
within the group and serves as our primary liaison with our parent
company - National Indemnity Company (a subsidiary of Berkshire Hathaway Inc.). Due to his past experience and actuarial training
and certification, Sy also offers valuable guidance in setting
corporate policy for pricing, reserving, and other financial
practices. Part of his vision for GUARD is a successful
diversification into other lines of insurance while continuing to
target small- to mid-size commercial customers. During Sy’s
tenure as CEO, GUARD has produced strong financial
results despite challenging economic conditions while introducing a
new BizGUARD Plus family of products that includes Workers’
Compensation, Businessowner’s Policy, Commercial Auto, and
Umbrella/Excess coverages in select states with plans for further
expansion throughout GUARD’s operating area.

Prior to assuming this role, Sy was an Executive Vice President of
Clal Insurance Company, Ltd. and was in charge of actuarial matters
relating to risk management of Clal’s Life, Health, and Property
insurance products. He was also involved in business development,
international expansion, Internet initiatives, and customer
relationship management (CRM).
Among the most significant accomplishments of Sy’s career to date
was his success in establishing new, revolutionary methods of
distribution for Bituach Yashir – a non-U.S. insurer. Through
adoption of his new paradigm, the company rapidly achieved a private
sector market share in excess of 10% while attaining the highest
rate of profitability among peers. From late 1993 until mid-2002, Sy
was an executive serving in various roles of increasing
responsibility that culminated in a four-year tenure as Chief
Executive Officer. While in each position, he made important
contributions to the success of the organization, including his
orchestration of a public offering on the Tel-Aviv Stock Exchange
and a successful merger/acquisition with a primary competitor -
Bituach lshi Yashir.
In addition to these experiences, Sy also served as Senior Vice
President and Chief Pricing Actuary for New York-based ARCH
Insurance Company, which provided him with an opportunity to
exercise his skills in the United States marketplace.
Sy is an honors graduate of the Computer Engineering and Mathematics
Faculties at the Hebrew University in Jerusalem. He is a certified
actuary in both the U.S. and Israel and is a member of several
actuarial societies in both countries (ACAS, FILAA).
