As Senior Vice President for Government Affairs and Industry
Relations, Wayne McOwen is responsible for leading GUARD’s
regulatory, legislative, and industry affairs activities. Wayne is
actively involved in the process on many levels, including
participation on key industry boards and committees as well as in
his capacities as a Washington, D.C. registered lobbyist. In the
past, he has not only been successful in getting our opinions heard,
he has contributed wording to documents that resulted in legislative
and regulatory change and has frequently provided testimony on
issues before state and Congressional committees.

Nearing his twenty-fifth anniversary with the GUARD family, Wayne
previously served as Vice President of a Vermont-based captive
management company and performed related duties as Production
Manager of an affiliated retail insurance agency. He spent the first
decade of his insurance career with Commercial Union and rose to the
position of Branch Manager before leaving to become Vice
President/Partner of Reynolds, McOwen, & Smith, Inc., a Florida
retail insurance agency.
In his extensive involvement with the Property Casualty Insurers
Association of America (PCI), Wayne has held the following
positions: past Chair of the Workers’ Compensation Committee and
member of the Washington Reps Issues Strategy Committee, the Legal
and Government Affairs Committee, and the ad hoc Terrorism Risk
Alternatives Task Force. Wayne is also active with the National
Council on Compensation Insurance (NCCI) and is a member of the
Board of Governors for the National Workers’ Compensation
Reinsurance Pool (NWCRP), the National Workers’ Compensation
Reinsurance Association, the Litigation Management Committee, and
the Operations Committee. He is a past member of the board of the
Insurance Education Council (IEC) of the National Council of
Insurance Legislators (NCOIL) as well as the Steering Committee of
the Workers’ Compensation Terrorism Pool Working Group. Through his
leadership, a separate Terrorism Information and Education Study
Group (TIES) was formed. Finally, he is a current member of the
board of directors of Strategic Services on Unemployment and
Workers’ Compensation (UWC), a national business advocacy
association of the American League of Lobbyists (ALL) in Washington,
D.C.
Wayne’s other professional affiliations include serving on the
boards of the Maryland Property & Casualty Insurance Guaranty
Corporation, the Massachusetts Insurance Federation, the New Jersey
Compensation Rating and Inspection Bureau, the New York Compensation
Insurance Rating Board (past chairman), the Pennsylvania
Compensation Rating Bureau (past chairman), the New York Insurance
Association (past chairman), the Delaware Compensation Rating Bureau
(past chairman), and the District of Columbia Insurance Federation
(past chairman).
A graduate of the University of Miami with a bachelor’s degree in
business administration, Wayne pursued graduate studies at Suffolk
College in Boston. He attained an Associate in Risk Management (ARM)
designation through the Insurance Institute of America and the
Professional Lobbyist Certification (PLC) designation through the
American League of Lobbyists (ALL). He is an alumnus of the Center
for Creative Leadership in Greensboro, North Carolina, and of
Leadership Pennsylvania, a selective program through which
participants explore statewide political, social, and economic
issues.
